《求聞》快訊:香港用戶組正擬定友善空間方針
【《求聞》廣東深圳5月15日訊】新香港用戶組正在擬定他們對應的「友善空間方針」(Friendly Space Policy),並向組內成員徵求意見。
「友善空間方針」是維基媒體各個地方自治體,乃至維基媒體基金會自身舉辦任何活動都需要制定的方針。這一方針不針對線上、站內活動,而是針對線下實體活動。所有受維基媒體基金會認可、或從維基媒體基金會受領款項的線下活動,都需要在基金會自己的友善空間方針的基礎上,再細化各自的友善空間方針。友善空間方針也是基金會「讓活動安全」(Keeping Events Safe)大方向下的一部分。不經過基金會資助的活動,可以不受基金會友善空間方針的約束,也無需自己制定友善空間方針。

《求聞》快訊:維基媒體基金會敦促中國當局解除對維基百科的封鎖
【基金會網站5月17日消息】 維基媒體基金會在網站上發表文章表示,他們已經確定,維基百科在中國大陸地區無法訪問。這影響了超過13億的讀者、學生、專業人士、研究人員,以及其他人,使得他們再也無法訪問這個資源庫,也無法將他們的知識與成果與全世界分享。維基媒體基金會提到,在此之前,他們沒有獲得任何通知或預兆,表明為何現在進行封鎖,或者當前的封鎖發生的原因。
維基媒體基金會表示,根據他們的內部流量報告,目前維基百科的所有語言版本均已被屏蔽。其他的維基媒體項目,如維基共享資源,仍然可以訪問。在中國大陸,2004年以來,維基百科一直處於斷斷續續被屏蔽的狀態。2015年6月以來,中文維基百科始終無法訪問,而在這次封鎖之前,絕大多數其他語言版本的維基百科仍然可供使用。
維基媒體基金會在文章中認為,開放獲取知識是一項基本人權。中國和土耳其兩年多來對維基百科實施的網絡封鎖都是對這一權利的侵犯,減少了世界收集和分享知識的能力。維基媒體基金會還認為,當一個國家、地區或文化不能加入維基百科上的全球對話時,整個世界都會受到損失。
維基媒體基金會表示,他們致力於允許任何地方的任何人自由訪問、分享和協作構建維基百科上的知識。維基媒體基金會進一步提到,他們對中國當局進一步限制互聯網自由的決定感到遺憾,並敦促他們恢復維基百科的正常訪問。

【《求聞》廣東深圳5月18日訊】新成立的香港維基社群用戶組16日發佈一份聲明,以用戶組的名義反對在香港廣受爭議的《2019年〈逃犯條例〉修改草案》。
新香港用戶組聯絡員13日在香港維基人佈告板上公開了一份草擬的聲明,稱對成員進行為期三日的公開諮詢,允許成員在此期間對聯絡員草擬的聲明發表意見,並向香港用戶組訂閱列表裏的用戶發送大量消息告知。因無人在佈告板上就草擬的聲明表達任何意見,16日香港用戶組在其元維基頁面上發佈了該聲明的英文翻譯版,宣佈該聲明獲得香港用戶組成員認同,沒有在中文維基站內進一步通知;截至發稿時,也沒有將聲明轉發在其社交平台等處。
聲明內容傾向反對《逃犯條例》修訂的泛民派看法。聲明說,該修訂案如果通過,將「極有可能」阻礙「維基媒體運動在香港提供現有服務的權利」;並稱因為在中國內地無法訪問維基百科,香港用戶組「關切」「這項法案帶來的寒蟬效應」, 以及「令維基媒體運動在香港提供服務的權利失去保護」的問題。聲明還呼籲衝突各方保持冷靜克制,希望特區政府撤回草案,並就該草案的內容廣泛徵求各界意見。

【基金會網站4月23日文章】今年早些時候,韓國維基媒體用戶組被維基媒體基金會正式承認為後者在韓國的地方分會,辦公室設在首爾。該分會將在韓國促進人們對維基百科的了解,並吸引更多人加入這個全部由志願者貢獻的自由知識庫。
維基媒體地方分會是在世界各地支持維基百科及其自由分享知識的使命的獨立、非營利組織。目前,除韓國分會外,還有37個維基媒體的地方分會。
目前,韓語維基百科是韓國閱讀量最大的維基百科版本。其約有50萬篇條目,每月點閱量超過7000萬次。撰寫韓語維基百科的是一群被稱為「維基人」的編輯志願者,他們用可靠的來源資料創建和改進科學、流行文化、藝術等方面的各種條目。
韓國維基媒體協會已在乙支大學、翰林大學和檀國大學舉辦過一系列講座,並將在接下來的一年中支持維基百科和大學、圖書館的更多合作活動。該分會將繼續通過訓練聯繫並指導新人加入維基百科並為之貢獻。

【《求聞》北京5月20日訊】基金會緩存伺服器在19日(星期日)出現故障,使部分頁面存取時報HTTP 503錯誤。根據基金會技術維護部門的故障報告,位於美國弗吉尼亞州阿什本的eqiad數據中心出現故障。故障導致約90萬個HTTP請求被報503錯,主要集中於協調世界時5時至5時40分。

《金融時報》報道稱,維基媒體基金會兩年前向土耳其憲法法院提出上訴,希望扭轉土當局的封鎖,但基金會法律部門總管斯蒂芬·拉波特說土耳其當局「什麼都沒有做」。因此,維基媒體基金會下一步將這一案件帶到更高層級的歐洲人權法院。

英國廣播公司(BBC)駐土耳其記者、分析師馬克·洛文說,自己經常遇到在網上搜索什麼東西,搜索結果裏帶了一個維基百科的連結,結果點進去卻發現維基百科是打不開的。他認為,土耳其作為一個還想要加入歐盟的國家,居然還會屏蔽維基百科,實在是非常諷刺。他介紹到,土耳其人大多會使用虛擬專用網(VPN)或維基百科的鏡像站來訪問,但對於大多數人來說還是太過麻煩。

【《求聞》福建廈門5月23日訊】台灣維基媒體協會剛剛發佈了一份聲明(「新聞稿」,press release)。聲明指一名台灣維基人有偽造文書的嫌疑,被台灣分會拒絕往來。聲明說台灣分會提醒收到該用戶合作邀請者應留意違約風險,並對其宣稱之社群影響力多方查證。台灣分會還在其臉書頁面刊登了同樣的消息。
【《求聞》北京5月25日訊】中國大陸維基人用戶組負責監視網絡情況的小組證實,自2019年4月23日所有語言維基百科在中國大陸無法訪問以來,5月9日出現了屏蔽擴大的情況。4月23日的屏蔽只針對各個語言的維基百科,但諸如維基語錄、維基共享資源、元維基等其他維基媒體計劃沒有受到影響。自北京時間5月9日早晨開始,全國解析維基媒體基金會旗下除維基百科外的其他項目時,也出現了DNS解析結果被污染的情況。這一污染在9日全天斷斷續續,各地區、域名受污染情況不一。這使得在未經過任何特殊配置的設備上,直接訪問除維基百科外的其他維基媒體計劃連接不穩定。這一污染在9日晚間逐步解除,次日完全恢復正常。我們認為這有可能是審查機構技術出錯所致。
這類僅持續一天甚至幾小時的污染比較常見,曾經發生過數次。數月前也有一次全語言維基百科遭到屏蔽,但十幾小時後就被解封的情況。
另外,在4月23日的封鎖之前,我們發現使用中國教育和科研計算機網(CERNET)的用戶無法通過其IPv6骨幹網訪問維基媒體基金會在美國三藩市的ulsfo伺服器IP。這一屏蔽只針對IP,且只存在在教育網IPv6出口上。這一屏蔽沒有對教育網用戶訪問維基媒體計劃造成任何額外影響,因為瀏覽器會在IPv6地址無法接通的情況下,回落使用IPv4訪問。中國電信、中國聯通和中國移動的IPv6骨幹網訪問ulsfo的IP位址正常。
【《求聞》北京6月3日訊】著名服裝品牌The North Face,通常俗稱「北臉」,及其所僱傭的一家廣告公司被逮到利用維基百科在搜尋引擎中的高權重來給自己的品牌進行宣傳。
英文維基百科《路標》月刊引述市場宣傳領域網媒「廣告時代」(Ad age)說,「北臉」公司讓李奧貝納廣告公司幫忙替換掉英文維基上某些世界名勝條目里所使用的照片,而被用來替代的照片,是「北臉」有意擺拍的:擺拍的照片裏除了該有的世界名勝之外,還有一個穿着」北臉「服飾的人。而在「北臉」和李奧貝納廣告公司合作炮製的照片裏,「北臉」的logo總是清晰可見。
鑑於大多數人用谷歌之類的網站搜索時,會直接點擊搜索結果的第一項。而除了百度之外大多數搜尋引擎是不能夠通過直接付費的方式來提升自己網站排名的(而百度可以通過臭名昭著的「競價排名」來直接提升自己網站在搜索結果里的位置);而維基百科在谷歌等搜尋引擎里權重地位較高,被維基百科放在有關名勝介紹上的照片自然也更容易獲得谷歌等的青睞。「北臉」公司在得逞後吹噓自己技倆的一個視頻中展示了數個被「北臉」和李奧貝納廣告公司成功移花接木的維基百科條目。他們在替換了這些名勝條目旁邊的圖片後,視頻展示谷歌圖片搜索果真就把這些被「北臉」故意替換的圖片放在了首位。用戶只需要點擊大圖,「北臉」的logo一覽無遺。

【本刊訊】2019年維基媒體基金會的董事選舉正在進行。本次選舉最大的亮點是,董事會成員中兩名原本由分會和專題組織通過投票任命的成員,投票的範圍由僅分會和專題組織擴大為包含用戶組在內的所有獲基金會認可的地方自治體組織。
維基媒體運動中的「地方自治體」分為三類:分會、專題組織和用戶組。分會即包括台灣分會、德國分會等按照區域劃分的組織,有四十多家;專題組織目前維基媒體裏只有一家,稍後會提及;而用戶組則有百餘個。用戶組可以針對某一主題(如亞洲月、LGBT等),也可以針對某一地區。而在成立分會之前,先建立針對該地區的用戶組是必經之路。《求聞》先前報道過韓國用戶組升格成分會的消息。
跟總共加在一起有一百五十個的分會和用戶組不同,專題組織目前在維基媒體上只有一個。雖然原則上基金會不控制專題組織的數量,但其他大多數組織多歸為用戶組或分會,留給專題組織的空間不大。唯一的一家專題組織是針對歐洲加泰羅尼亞文化的「摯友維基」組織。
今年1月基金會章程變動,賦予了受基金會承認的用戶組參與董事會選舉投票的權利。這一變動將原來僅四十多家分會和專題組織的投票直接擴大到所有地方自治體,給不針對某一地區的用戶組,或還未升格成分會的用戶組更大的話語權。投票以每個地方自治體一票的形式呈現,跟用戶組或分會覆蓋的地理位置、成員人數等無關。也就是說,地方自治體的成員需要聚在一起來確定自己組織的票將投給誰。
中文社群方面,台灣分會的代表上官良治和不久前剛獲基金會認證的新香港用戶組代表「1233」參與了投票。獲基金會認證的所謂「中國維基媒體用戶組」代表羅小周沒有參與投票。

【《求聞》深圳6月12日訊】中文維基百科有史以來第一次在首頁橫幅、滾動公告欄、更換logo乃至關站一天等顯眼方式呼籲或紀念某事就發生在剛剛。新香港用戶組在頂部滾動公告欄(Advanced Site Notice,經常簡稱為ASN)刊登了該組反對《逃犯條例》的聲明。
香港用戶組聯絡人員「1233」昨天在ASN的討論頁遞交了編輯請求,稱有內部共識,要將香港用戶組先前反對《逃犯條例》的聲明以顯眼的黑框白字橫幅呈現在滾動公告欄上。今天上午,管理員Shizhao將有關內容貼上ASN。但據討論頁的記錄,兩位認為因為ASN公告欄大多公告只有一行,而香港用戶組的聲明佔地太大,在公告欄滾動的時候影響用戶正常瀏覽,因而不到十分鐘就將其撤下。目前,這段橫幅的代碼在ASN中是註釋狀態;而提議此事的香港維基人1233更新了他在編輯請求里的橫幅代碼,換為更簡潔的抗議,而不是橫幅。
ASN討論頁里並沒有太多維基人參與是否應該放置該橫幅的討論。中文維基百科此前曾多次提議通過橫幅、滾動公告欄、更換logo等方式紀念或抗議,比如2008年和2009年就中文維基百科是否應該對汶川大地震表示哀悼,將左上方維基球換成黑白或整頁塗黑、《禁止網絡盜版法案》(SOPA)抗議等,但這些討論都沒有通過;而現在放置的這個新香港用戶組對《逃犯條例》的聲明,是中文維基百科第一次通過橫幅等顯眼方式向讀者大眾表態抗議。外語維基曾經因為抗議法案等原因,出現過大幅橫幅、更換logo等抗議方式,在抗議《禁止網絡盜版法案》和歐盟新版權法中,德語等數個語言維基百科因此關站一天。但這類由社群(而非基金會)策劃的抗議活動在中文維基百科上從來沒有發生過。以是否應該就汶川地震悼念一事的討論和投票來說,大多數維基人以「如果悼念了汶川,那麼接下來其他自然災害是否也要悼念」為理由反對。

【《求聞》編譯組北京6月12日電】基金會「信任與安全」團隊(Trust and safety)以基金會行動的方式封禁英文維基百科管理員Fram一事已進入第二天。此事在英文維基百科引發極大轟動,大多數英文維基人認為用戶Fram不應該被封禁,且對基金會在過去兩天內給出的解釋表達強烈不滿。有關Fram被禁制一事的討論頁的純文字wikitext已達500多KB。據Fram本人解釋,他被禁制的最後導火索是在英文維基站內說了「操他媽的」(fuck)和「狗屁」(bullshit)。英文維基用戶開始向吉米·威爾士的用戶討論頁尋求幫助,一些用戶甚至主張應該封禁基金會WMFOffice的賬號、到WMFOffice的用戶討論頁上仿造警告模板「警告基金會」來發泄憤怒。英文維基一管理員根據社群討論,頂着基金會行動把Fram解封,但Fram數小時後又被基金會封了回去,同時解封Fram的管理員權限被基金會剝奪一個月。此舉招致了更大的反對,截止發稿時另一名管理員又解封了Fram,但WMFOffice還沒有做出任何動作,可能是因為美國西海岸還沒有到上班時間。截至目前,已經有兩名英文維基百科管理員表態因為Fram被基金會禁制而準備辭職抗議;另外還有人對基金會的解釋極其不滿,準備在英文維基鼓動管理員罷工。美國西海岸又一個新工作日即將開始,事態還將出現進一步變化。《求聞》將持續報道有關Fram被禁制一事的情況。

【《求聞》廈門7月14日訊】台灣地區教育事務主管部門今天在其網站發佈新聞稿,介紹台灣地區少數民族語言維基百科的建設和發展狀況。
新聞稿說,今年1月台灣地區實行了新的語言保護規定,促使該部門重視台灣地區少數民族語言的發展建設。該部門認為,當前這些少數民族語言所面臨的最大困難,是因為「不能流傳而成為瀕危語言」,而為了扭轉這一現狀,該部門與台灣政治大學「原住民族研究中心」合作,通過創建這些瀕危語言的維基百科,讓這些語言「國際化」,激發少數民族對自己「族語」的熱愛,來實現保護髮揚這些語言的目的。
創建新的維基百科語言版本,需要先在維基孵育場給這些新語言進行「孵化」,待到社群和條目數量增長到一定程度,才能申請「zh」「en」等自己獨立的子項目。目前已經正式成為維基百科之一的語言共有294個,然而,語言學家認為,世界上所有的語言有上千種。這些在漢人遷入台灣前的原住民族大多講「南島語系」中的語言。漢人遷入後,現代標準漢語(「國語」)和台灣閩南話(「台語」)成為主流,而原住民族使用的語言逐漸式微,直至近十餘年才逐漸重視對他們的保護工作。與台灣少數民族語言關係更近、同屬南島語系的,還有印度尼西亞、馬來西亞、越南、菲律賓等地的一些語言。

最近一些人在站內某些場合提到《求聞》的部分內容和《求聞》預告刊登的文章。這些提及《求聞》的討論,有一些是善意的,是一個正常維基人讀者的合理猜測、正常想法;然而,另一些不懷好意者繼續恬不知恥地拿《求聞》中的內容做文章,試圖進一步挑撥社群關係。
《求聞》的前身是中國大陸維基人用戶組內部參閱的情況報告。隨着用戶組人數不斷增加,對國際、地區社群動態信息的需求量也隨之增長,曾經的內部參閱報告不再能夠滿足用戶組成員需求;同時,用戶組聯絡員也認為有必要擴大報告的讀者範圍,讓組外人士,乃至整個中文維基社群都能獲悉各地社群動態,進而決定創立《求聞》,讓全維基的人都能更便利地獲取外界信息。再加上,原本的內部報告給少數人看也是看,給全社群的人看又不會徒增麻煩,獨樂樂何不如眾樂樂?

【北京9月1日電】今年的維基愛古蹟活動在大多數參加的國家和地區中於9月1日開始,9月30日結束,為期一個月。中文社群中,只有台灣社群在台灣分會的帶領下組織了維基愛古蹟活動。先前分會已被基金會除名的澳門社群、剛剛獲基金會認證的香港新用戶組和所謂「中國維基媒體用戶組」「領導」下中國大陸沒有組織相關活動。台灣分會與台灣「文化部」共同組織有關活動,在台灣地區的活動分成「愛古蹟」和「集記憶」兩個部分,前者自9月1日舉辦至9月30日,後者自10月1日舉辦至10月31日。兩者最後都會進行評選活動,第一名可獲一萬新台幣(約合2300人民幣)的獎金。

【《求聞》東京9月30日訊】日本一些維基人與瑞典駐日本大使館於29日共同舉辦了「WikiGap」編輯馬拉松活動。瑞典駐日大使館表示,本次活動有超過60人參加,編輯了超過40篇條目,成果斐然。《朝日新聞》、《產經新聞》、《日本經濟新聞》、共同社等媒體對此進行了報道。
9月3日日本維基人北村紗衣女士剛剛參加TBS電視台《松子不知道的世界》一訪談節目,收效較好,引發日本各界對維基媒體的關注。這次不到一個月便召開線下編輯活動,可以說是趁熱打鐵。化名「海獺」的日本維基人主持了此次活動,包括北村紗衣在內,有十名左右的日本資深維基人出席。
日語維基的情況在所有語言中相對較好。主辦者說,日語維基中女性人物傳記佔比為22.5%;而所有語言中記述日本人的條目中,女性佔比為27%,在所有語言維基百科中居前列。據統計維基媒體性別差距比例的網站「Denelezh」的數據,中文維基百科的女性條目佔比19.7%,在所有語言中處於中游。北村對《朝日新聞》說,在這些女性人物中,很多都是女性聲優、演員甚至女色情片演員之類站在男人的角度上更獲關注的女性,而女藝術家和女科學家的數量其實並不多。

【北京3月3日電】伊朗當地時間3月2日下午3時30分(北京時間同日晚8時),伊朗當局開始屏蔽波斯語維基百科。這一屏蔽措施在24小時之後解除。
據監控世界互聯網審查的組織「NetBlocks」的資料顯示,這一持續24小時的屏蔽措施影響了所有伊朗電信運營商對波斯語維基百科的訪問,但其他維基媒體項目和維基百科的其他語言沒有受到影響。波斯語維基百科的手機移動版也沒有受到影響。
「NetBlocks」認為,在各類有關新冠肺炎的流言在伊朗網絡平台上大肆傳播、政要同樣受新冠肺炎感染、民眾普遍批評政府不作為的背景下,伊朗當局屏蔽維基百科的舉動跟新冠肺炎疫情下,當局試圖控制信息流動有很大關係。

【北京4月3日電】據瑞士「共和國」(Republik)新聞網報道,瑞士聯邦公共衛生局在面對突如其來的新型冠狀病毒COVID-19疫情時,難以收集匯總各方數據,便索性採用維基百科上記錄的新冠病毒死亡人數作為官方發佈的統計數字。
「共和國」新聞網跟數個瑞士聯邦公共衛生局的信源確認,瑞士政府早前公佈的官方死亡數據是從維基百科以及其他外界媒體報道得來的。這一現象直到3月下旬才得到改善。因為瑞士政府自己的數據匯報體系難以工作,瑞士政府才不得不依賴維基百科這樣的渠道來獲取數據。「共和國」新聞網援引信源說,他們發現在維基百科上,不同的編者會根據媒體報道等來源,把來自瑞士聯邦各州的死亡人數手動計算在一起。
「共和國」新聞網報道說,瑞士國內的新冠疫情匯報體系混亂不堪,很多情況下甚至需要手填紙質表格,然後用傳真發信。

【北京1月16日電】中國大陸維基人用戶組策劃將在2021年推出的維基社群活動計劃公佈如下:
由中國大陸維基人用戶組與塞爾維亞維基媒體協會(Wikimedia Serbia)合作舉辦的「中國-塞爾維亞文化交流項目」的首期編輯松活動將於2021年2月1日至3月1日舉行。雙方旨在鼓勵兩地社群和編輯參與到編寫中國及塞爾維亞的文化、經濟、歷史、政治、交通、女性等各類條目,以期增進百科質量及兩國維基人之間的友誼,並為後續進一步深化合作奠定基礎。
成功參與並完成該任務的編輯將會獲得小獎品,有關細節正在最後的磋商中進行。具體參加頁面見此。此次合作項目中方主持為Walter Grassroot、遊魂、DavidHuai1999,塞方合作人士為塞爾維亞分會主席米羅斯拉夫·洛齊、社群及計劃經理伊瓦娜·馬德扎雷維。中方的更多討論將在QQ群 924274260 內進行。

嘉芙蓮·馬赫將在今年4月15日辭去維基媒體基金會CEO一職。全世界維基人在歡慶維基百科二十周年生日後不久,就迎來了這樣一條重磅消息。
嘉芙蓮·馬赫在2016年擔任基金會CEO,距今已有五年。2021年的4月15日也是她從事維基的七周年整。基金會在官方新聞稿里,羅列了嘉芙蓮在任五年來的貢獻,包括增加基金會募集捐款的數量、讀者數量等。

The trumpets, one of sterling silver and one of bronze or copper, are considered to be the oldest operational trumpets in the world, and the only known surviving examples from ancient Egypt. The trumpets were found in 1922 by Howard Carter during the excavation of Tutankhamun's tomb. The bronze trumpet was discovered in the tomb's antechamber in a large chest containing various military objects and walking sticks. The silver trumpet was subsequently found in the burial chamber. Both are finely engraved, with decorative images of the gods Ra-Horakhty, Ptah and Amun. The silver trumpet's bell is engraved with a whorl of sepals and calices representing a lotus flower, and the praenomen and nomen of the king. The bronze trumpet may in fact be made of copper; the metal has not yet been analysed. Similar looking trumpets feature in Egyptian wall-paintings that are usually, though not always, associated with military scenes. Silent for over 3,000 years, the trumpets were sounded before a live audience of an estimated 150 million listeners through an international BBC broadcast aired on 16 April 1939. The trumpets were played by a bandsman, James Tappern of Prince Albert's Own 11th Royal Hussars regiment. The recording was recently featured, and can be heard on the BBC Radio 4 program Ghost Music. Rex Keating, who presented the 1939 broadcast, later claimed that during a rehearsal, the silver trumpet shattered, and Alfred Lucas, a member of Carter's team who had restored the finds, was so distressed he needed to go to hospital.
