核恐怖主义

核恐怖主义是指任何人以恐怖主义行为(如因政治或宗教原因而非法或不道德地使用暴力)引爆核武器[1]。一些核恐怖主义的定义包括破坏核设施和/或引爆放射性装置(俗称髒彈),但这些定义缺乏共识。根据联合国2005年通过的《制止核恐怖主义行为国际公约》,从法律角度来说,如果某人非法并故意“以任何方式使用放射性材料……意图造成死亡或严重人身伤害;或意图对财产或环境造成重大损害;或意图迫使自然人或法人、国际组织或国家采取或不采取某种行动”,那么核恐怖主义即为犯罪行为[2]。
