公告牌音乐奖最佳新人（英语：Billboard Music Award for Top New Artist）是由美国知名音乐杂志《告示牌》主办的音乐奖公告牌音乐奖所设立的奖项之一，该奖项于1994年（英语：1994 Billboard Music Awards）开始设立，在1990年代期间一直没有固定的奖项名称，直到2000年代才更改为“年度新人”（New Artist of the Year），并在2010年代起至今使用“最佳新人”（Top New Artist）作为该奖项的名称。
