民主逆差

当表面上民主的组织或机构(特别是政府)在其实践或运作中未能实现民主原则时,就会出现民主赤字,而代议制和相关的议会诚信得到广泛讨论[1]

1977年 Young European Federalists 首次使用民主赤字一词。[2] David Marquand 在 1979年也使用了这个短语,指的是当时的欧洲经济共同体,即欧盟的前身。[3]

该词汇意指表面上运作被定位成民主的组织或机构(特别指的是政府),其运作或实践已无法满足基层的需要,民主所产生的代表与人民之间的鸿沟持续扩大,人民在民主机制上亦形疏离,对决策无力,参与感降低,反映在现实中就是投票热情的急速衰退,民主体制出现了入(民意流入)不敷出(决策产出)的逆差称之。[4]
